The Fire Prevention Bureau operates under the direction of Battalion Chief/Fire Marshal John Duran. Our mission is to improve public safety by minimizing property loss through fire inspections, public education, and an enforcement program. The Bureau is comprised of 4 state certified Fire Safety Inspectors, Jesse Hobbs, Richard Marini, Peggy Parmenter, and Sandy Seeley. All are Lieutenants and state certified Firefighters and can be deployed at any incident Fire Rescue responds to. All four are state certified Emergency Medical Technicians and carry some basic medical equipment in their vehicle for assistants in BLS (basic Life Support). Shawna Carroll is the Administrative Assistant for the Bureau.
Fire Prevention and Life Safety Bureau includes the areas of Site and structural reviews along with site and structural final inspections prior to certificate of occupancy being issued. We provide fire extinguisher training, safety presentations to local businesses and organizations.
The Prevention Bureau also responds to incidents where structural damage, upon an accident occurs to our local businesses. We want get them safely back in business, as soon as possible, in a safe manner.
We are proactive with pre-submittal meetings with Architects, Engineers and Contractors, prior to submittal of site or structural plans.

In addition, we have been charged through state statutes and local ordinances to provide regular inspections on new and existing commercial buildings on a regular basis. We track approximately 5000 buildings in Indian River County. Our services start with site plans, working closely with the building department through construction and final certificate of occupancy. We inspect schools, and also responsible for allowing open burning and fireworks displays.
